I think I saw somewhere that Doflamingo was meant to make it to wano. There are 5 territories but the center seems to be the only populated area. So he was meant to trap the citizens and bring them together from all the territories for the new onigashima project, but what would happen is luffy defeats kaido and the townspeople see that instead.

He is considered to be the "Strongest Creature in the World," because of his indestructibility. Kaido is very resilient as we saw during his fight versus Luffy– he was unfazed by Luffy's attacks.
Only because of that the fight took longer to end. But Sanji is an agile physical brawler just exactly like Rufy. Only that, as for now: - Speed: Rufy is massively faster. - Strength/Power: Rufy is massively physically stronger and more powerful. - CoA Haki: Rufy has much better. Sanji proved nothing, literally. That's actually a tough call since Doflamingo achieved Awakening, while Luffy still hasn't. However, Snake Man could probably do far more damage to Doflamingo regardless of Awakening. All in all I'd say he'd be able to put up a good fight without Gear 4 but would still end up needing it to win. XmlUV.
